A Release Candidate is almost the same build as the Public build. Since it is the same, you will not find any major difference between the two. In fact, RC is supposed to be a stable build for developers. Those who are not on beta builds will get iOS 16.5 by next week. Along with iOS 16.5 RC, Apple also released iPadOS 16.5 RC, macOS Ventura 13.4 RC, tvOS 16.5 RC, watchOS 9.5 RC, iOS 15.7.6 RC, iPadOS 15.7.6 RC, macOS Monterey 12.6.6 RC 5, and macOS Big Sur 11.7.7 RC 5. The iOS 16.5 RC comes with build number 20F65 and most probably this will be the build number for the public build as well. Since the update has just been released, we are not aware of all the changes yet. But you can expect the same changes that were part of all four beta builds. Here is the list of changes:

If you are a registered developer or a public beta tester, you will receive the iOS 16.5 Release Candidate on your iPhone. Since Apple has made it easier to access beta updates, you only need to be logged in with your developer ID, or public ID. Yes, you no longer need developer or beta profiles.
